Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are fought: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been deployed to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Soon after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration operates on a principle well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unfeasible to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the situation will not change more in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until conditions improve in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
